Question about freelancing

Not sure if this is the right place to be asking this.

I'm a UI designer, with experience in Front-End development and a bunch of online tools to make websites and all that jazz. There's not really any issue in that and I wouldn't really say that I'm not good enough to come up with good digital solutions, though of course, I'm constantly learning and evolving.

I'd like to get some tips or be enlighten, something like that, on how and where do you guys get your clients?

I've had a few clients, but no more work from them has come. I've now been trying to get some clients from upwork, but the "Indian" and low rate people working there makes it really impossible to get anything. Or most of the times the clients don't even respond back.

I'm working on putting up my website to showcase my work and have a web presence, but I'm still not sure if that's going to be enough or how do I proceed from there to get clients.

Anyone has any tip, advice, story or something that relates to my issue here, something that can help me grow and get more potential clients?
